Insane or Just Evil? Kaka Bagyenda director ISO

Kaka Bagyenda has been at the helm of the Internal Security Organisation as its Director-General for more than 10 years and his leadership has been characterized by many injustices which include a concoction of evidence about people coupled with blackmail and extortion of many senior officers to gain favor from the president and the mafia gang.

The whole issue started when his son Brian Bagyenda killed his alleged girlfriend Enid Twijukye in called blood on 4th January 2017 in Luzira and dumped his body in Namanve forest along Jinja road. He was arrested arraigned and sent to Luzira Maximum prison.

Kaka approached the then IGP Gen. Kale Kayihura for help to exonerate the son’s charges but since Kayihura was a very straight forward and sophisticated gentleman towards crime, he openly told Kaka to let the law take its course. This angered Kaka and later on, he resorted to war with Police.

Kaka started blackmailing senior police officers like Herbert Muhangi who was the commandant flying squad, Agasiirwe Nickson who was commandant Special Operations Unit, and many others through paid propagandists like Titus Seruga, Stanely Ndawula of the Investigator through his Criminal Police Records series(CPR) which he published almost daily. And the information was always provided by Kaka through his operatives.

This was Kaka’s plan to weaken Kayihura by portraying him as a person who uses unfit officers to do his operations. Whoever was in line with Kayihura was always trailed by ISO operatives and blackmailed. Others were extorted huge sums of money like Simpson Birungi of Movit Products who was kidnapped and kept in a safe house in Kyengera for almost 2 weeks. He was later asked to pay over 500 million shillings to be released.

Many city robberies were carried out by ISO operatives and after he had to stage witnesses to implicate Kale Kayihura and his good police officers that they are the ones doing the crimes. Take a look at the Entebbe Murders, the Boda Boda robberies, and many other cases. All this was to show the public how criminal the police were in the eyes of the president and the public.

The same Kaka recruited thieves and murderers like Sobi whom he took to the president with the help of Henry Tumukunde to implicate Kale Kayihura and his Police force over many organized crimes which were lies and carried out by ISO operatives.

When the late AIGP Andrew Felix Kaweesi was murdered in cold blood in Kulambiro in march 2017, Kaka saw that as an opportunity to blackmail and implicate Kayihura and his senior officers like Muhangi Herbert, Baroza Jonathan who was the personal assistant to Kayihura, Agasiirwe Nickson, Ndahura Atwooki who was the commandant of Crime Intelligence and many others.

With the help of his notorious thieves like Simon Peter Odongo, who was his specialist in Information Technology and computer services, they created voice recordings that implicated Kayihura and others linking them to the murder of Kaweesi. He also traded false information about the satellite phones which he alleged that they were used in communication during that mission.

He is the same Kaka Bagyenda that traded propaganda against Kale Kayihura that he recruited Crime preventers who were commanded by Blaise Kamugisha that it was a force that was to overthrow President Museveni. Yet Kayihura was a good, loyal cadre of the regime and it was evident enough.

When the president saw all these allegations which were being pushed by Kaka and Tumukende, he decided to arrest Kayihura and other police officers and detained them in Makindye Miltary Barracks and he set up a joint task team which included, CMI, Police, JAAT, and ISO itself and their findings were very contrary to what Kaka was trading, that is why we witnessed the release of most officers through the General Court Martial and others were released on bond.

Kaka’s mission was aborted and his lies started diminishing when the president got to know about all his lies and stupid implications. He started on reporting fake intelligence and concocting evidence and arraigning wrong witnesses to stay relevant but the whole security system is fade up of Kaka. He has started a war with other security agencies like CMI and JAAT of which I will elaborate more on that in the next episode.

Due to that, the president has seen that Kaka’s time is up thus a need for a replacement, he has done more worse than good in security forces through his fake intelligence and couching witnesses to implicate many senior officers. That is why his operatives have been arrested like Odongo, Shafiq Mugwanya, and many others. His time is up and any time soon he will be thrown out like a used Ulinzi Condom.

His propagandists like Titus Seruga have deserted him after getting tired of trading false information.
